Zoning Amendment: Housekeeping Bylaw

PUBLIC HEARING

What is Zoning Amendment Bylaw No. 580.138, 2023 about?

To make minor amendments and corrections to the zoning bylaw (“housekeeping amendments”), including:

a) Adding a definition for Short-term Rental to Section 2.1 Definitions.

b) Adding a definition for Lock-off Unit to Section 2.1 Definitions.

c) Increasing the maximum height for Commercial 1 (C1) and Commercial 4 (C4) zones from 10.0m to 11.5m.

d) Amending definition of Parcel Coverage in Section 2.1 Definitions.

e) Amending Section 6.4: Regulations for Each Zone, (b) by adding Institutional 1 (P1).

f) Amending Section 6.3 General Regulations, Subsection 14 Setbacks – Through Lot by adding subsection (c). which will reduce the front lot line setback in specific circumstances.

g) Amending definition of Floor Area in Section 2.1 Definitions.

h) Adding Lock-off Suite as a use under Schedule ‘6B’, Table 1, Required Number of Off-Street Parking Spaces, Section 1. All Zones Outside The “Village Neighbourhood” and Section 2. Village Neighbourhood Zones.

All persons who consider their interests to be affected by the proposed bylaw shall be afforded an opportunity to be heard. There are two ways to participate in the Public Hearing.

1. Attend the Public Hearing in person and speak to the proposed bylaw amendments. The Public Hearing will be held on Wednesday, October 11, 2023 at 5:30pm in Council Chambers, located at 660 Primrose Street, Qualicum Beach, BC V9K 1S7.

2. Submit written comments. Written submissions may be made to the Town of Qualicum Beach by email at qbtown@qualicumbeach.com or by mail to #201 - 660 Primrose Street, Qualicum Beach, BC V9K 1S7, Attention: Planning, or in person at the same address between the hours of 9:00 am and 4:00 pm. Written comments must be received prior to the termination of the hearing to be considered by Council. To afford Council an opportunity to review all submissions, individuals are encouraged to submit correspondence prior to 10am the day of the Public Hearing (October 11, 2023).

A copy of the proposed bylaw and relevant documents may be inspected on the Town of Qualicum Beach website at www.qualicumbeach.com/publichearing or by appointment at Town Hall located at 660 Primrose Street, Qualicum Beach, BC between the hours of 9:00 am and 4:00 pm, Monday to Friday, except statutory holidays, from Wednesday, September 20, 2023 to Wednesday, October 11, 2023 at 4:00pm. This notice is published in accordance with Section 466 of the Local Government Act.
